Appointment of a new assistant planner to replace the one who came in June

Kelly Lynema served as a senior urban planner for three years and was appointed as the assistant director of planning. 

"Kelly has contributed a lot to the town," Jennifer Raitt, director of town planning and community development, said at a press conference on October 19. "She has played an important role in advancing several major projects in Arlington, including economic recovery. I believe she will perform well in this new role and look forward to our continued work for Arlington."

Lynema filled the position of Erin Moriarty. Erin Moriarty was appointed as an assistant planner in June last year. His last day in the town was October 1, the town personnel director Caryn Molloy wrote in response to YourArlington’s inquiries. She wrote that Lyynema's annual salary is $93,322.

"I am very happy to be able to enter this new capacity with the town of Arlington, especially when we begin to implement our new plans for housing, transportation, open space, and achieving net zero," Lyynema said in the town release. "We have a talented and dedicated team at DPCD, and I am happy to work with them, our board of directors and committees to take action to achieve the goals set by the Arlington community in these important plans."

The press release stated that Lynema will carry out professional technical work, including drafting and implementing urban land use policies and managing community affairs.

As a senior planner since October 2018, she is the liaison of Envision Arlington, helping to guide the historical preservation survey master plan, Mill Brook Corridor Study, housing plan, housing design guide, and conduct research on land use, housing and economic development. Before working in Arlington, Lyynema worked at Ashkenazy Acquisition Corp., where she assisted in the implementation of the Faneuil Hall market master plan, and developed and implemented the annual public domain plan for the market. She was employed as an urban planner by two private sector companies, Utile and NBBJ, where she worked on neighborhood and integrated planning for communities in the eastern United States.

Lynema received a master's degree in urban planning from Harvard University and a bachelor's degree in sociology from Tufts University.

The Town Planning and Community Development Department aims to improve housing and transportation, enhance the vitality of business districts, provide opportunities for low- and middle-income families, and protect and promote the town’s natural, historical and cultural resources.

This department is responsible for overseeing the overall planning and management of the Arlington Community Development Block Grant Program. The staff supports a series of town committees and committees, including the reconstruction committee, and manages three properties: Jefferson Cutter House, Senior Centre and 23 Maple St. The department has nine full-time staff.
